Here is the latest Tropical Cyclone Bulletin issued by the Hong Kong Observatory. The No. 8 Southwest Gale or Storm Signal is in force. This means that winds with mean speeds of 63 kilometres per hour or more are expected from the southwest quarter. Typhoon Usagi has weakened into a severe tropical storm. At 6 a.m., Usagi was centred about 160 kilometres northwest of Hong Kong (near 23.4 degrees north 113.1 degrees east) and is forecast to move west-northwest at about 22 kilometres per hour across the western Guangdong and further weaken. There are still gales over parts of Hong Kong. The No. 8 Gale or Storm Signal will remain in force for some time. Rainbands of Usagi are now affecting Guangdong, bringing occasional gales to the Pearl River Estuary. According to the present forecast track, the gales related to Usagi will depart from Pearl River Estuary and the vicinity later this morning. If the local winds weaken to below gale force, the Observatory will consider issue the Strong Wind Signal No. 3 at or before 10 a.m. The public should stay tuned for the latest information on Usagi. In the past hour, the maximum sustained winds recorded at Green Island and Waglan Island were 68 and 65 kilometres per hour respectively.
