Here it is you guys, my proposed political system! I call it Sortition Democracy. Its in its very rough stages and some parts still need to be worked on. Theres four houses. (One is kind of useless, so well say three and a half) The Legislative house is chosen by Sortition. This is a system similar to how we select people for Jury duty. People are randomly selected from the population of Cascadia. In my idea, we have 100 people. Just random joes. This is done to get a better sense of representation in congress. With no election system, theres no way to lobby. They dont get a pension unless the congress gets a high approval rating from the people, so theres reason to write laws with the people in mind. The legislative house writes laws, approves them, can approve acts of war, and they elect the representative. The representative (this is the .5) is virtually powerless when it comes to legislation. He/she can propose acts of war, an emergency act of defense (such as the country is under attack). The representatives job is to meet with foreign prime ministers, presidents, and other heads of state, and basically take care of foreign relations. He can speak to the legislative branch and tell them concerns from the other countries. He can also approve guest speakers from other countries whom which to speak to the legislative house. The people (this is you) can approve legislation though an online voting system run by the government. Law approval would happen throughout the week and end on Saturday night. The people can approve the law, deny the law, or send it back with recommendations to change it. If the law is approved, it is sent to the Judicial house for final approval. If the law is denied, it dies there. If the law is send back with recommendations, then congress must edit the law and incorporate the peoples feedback. A law can only be sent back twice before it is denied, this way a law doesnt stay in legislative limbo for years and years. The people also approve acts of war. The referendum laws will be held yearly, the current signature/approval system works well, so that wouldnt be changed. Approved referendums get forwarded to the Judicial branch to make sure they follow the constitution. The judicial branch is still a bit undecided as to how they get into power. My first thought was to Sortition them from people in Cascadia who are BAR approved, like lawyers, prosecutors, judges, people whom have a good understanding of the legal system. But this is still in the air. Their job is to make sure that all legislation/referendums passed do not violate the Cascadian constitution. Likewise they also approve acts of war and defense to make sure that the methods described do not violate the peoples rights, or the Geneva convention. They can also investigate any acts of war being conducted by the Cascadian army, and recall troops if theyre found to be violating said rights either domestically, or internationally. They also approve/deny the proposed representative. The Judicial Branch CANNOT pass/deny laws based on their feelings or beliefs, they can only pass/deny the laws based on whether or not they violate the constitution or not. Thats my system as it is so far.
