Heres my response to TV2 and HPD Capt. Andrew Lums story from yesterday that contained an incorrect statement regarding the legality of installing film onto a vehicles front windshield: Aloha HPD and Capt. Andrew Lum- Mahalo for a very well done segment on TV2 regarding the Hawaii Tint Law and bringing attention to this very misunderstood subject.. There was one incorrect statement made during the segment regarding installing film to the entire windshield-- it IS now legal providing the film meet the stringent requirements of FMVSS 205 as this Amendment addresses-- Please see Amendment below that was passed into Hawaii law in 2011 for HRS 291-21.5 - excerpt is from Paragraph 11 below: (11) Transparent sun screening materials, when applied to the AS-1 portion of the windshield, which meets the requirements of Federal Motor Vehicle Safety Standard 205. (THIS PREVIOUS SENTENCE WAS ADDED TO ALLOW THE NEW CLEAR NANO-CERAMIC TECHNOLOGY FILMS TO BE INSTALLED ON TO ENTIRE FRONT WINDSHIELDS SO LONG AS IT MEETS THE 70% VLT (VISIBLE LIGHT TRANSMITTANCE) STANDARD OF FMVSS 205. - BECAUSE OF THIS AMENDMENT, OUR STATE DOT AMENDED THE RULES AND REGS FOR SAFETY INSPECTION TO NOW INCLUDE A LIGHT METER INSPECTION FOR THE FRONT WINDSHIELD ENSURING THAT THE WINDSHIELD DOES NOT METER 69% OR LOWER, ONLY 70% OR HIGHER.)
