The reaction is spontaneous: Susmarisep. But then, people really keep on needling him, businesspeople especially, since they see that Dutertes stewardship have transformed Davao into a booming city. This is the context of the latest statement. A big gathering of businesspeople needled him again. The businesspeople got their earful. I think they are now pondering his words very deeply. If Mayor Duterte would really be drafted to run for the Presidency, he will run under present election rules. When he wins, which is very likely, then he will declare the formation of a revolutionary government. Then he becomes a revolutionary President, with extraordinary powers. Most likely, the Congress will immediately be dissolved. The Judiciary will be reformed. Hoodlums in robes will be fired, Im sure. Because of this, Marlowe, the Jury System will have very bright prospects. What will be the structure of government under Duterte? Federalism will be a sure thing. Autonomous regions too, to provide bigger economic and political groupings that are self-directing (in terms of vision/s and macro programs of development), self-managing, self-supporting, and self-reliant. This will follow the basic management principles of subsidiarity and co-responsibility, the principles guiding the European Union. Refer to Pope Leo XIIIs encyclical Rerum Novarum. In economic direction, it will be a Welfare State. Davao City in minuscule is a modified Welfare State. The economic boundaries of the State will also expand to now include the areas that have been neglected: Samar, Leyte, Mindanao, Bicol, Cordillera, Sierra Madre, etc., areas of the ongoing rebellion and insurgency. Roads and ports will also have priority. What will be the political structure? Why not include in the national government representatives of the NDF/CPP/NPA, MNLF, MILF, Philippine Chamber of Commerce & Industry, Trade Unions, Teachers Associations, Ustadz/Ulamas and Bishops Conferences, Peasants, Indigenous, Women, etc. Why not also give them departments to run?
