Hi all, Next Tuesday night the Policy and Resources Committee of council will consider the matter of a skate facility proposed to be built at Yulunga Reserve. The meeting will commence at 4pm. There are many different views within the community about this proposal. If you are interested in this matter, we encourage you to work with the proposer and the council. Justin Field, for RHVA -------------------------- RECOMMENDED that, in accordance with the Committee’s delegated authority from Council, the report be received for information and Council continue with the process previously resolved in Minute No. D13/18099. OPTIONS 1. Council receive this report for information continue working with the previous resolution from the 22 January 2013 to commence design and development of a skate park facility at Yulunga Reserve Manyana. 2. Council not receive this report for information and provide alternative direction. DETAILS Council undertook community consultation in regard to the proposed Skate Park Facility at Yulunga Reserve Manyana as per council resolution of 22 January 2013 (D13/18099) which states:“RESOLVED that in accordance with the Committee’s delegated authority from Council that: • Council resolve to support the Section 355 Management Committee in its delivery of a community skate park project at Yulunga Reserve, Manyana, in accordance with Council’s Provision of Skate Parks Policy; • Council commence design and development processes, which are to be funded from the 2012/13 budget; • Council consider partially funding the delivery of the community project in the 2013/14 budget as per the Provision of Skate Parks Policy; and • Council staff provide support to the Section 355 Management Committee in appropriate community engagement processes.” The exhibition period ran from 29 January 2013 until 15 March 2013 inclusive. Council wrote to residents within a radius of 250 metres of Yulunga Reserve, Manyana a total of 76 residences, the Combined Pensioners and Superannuants Manyana and District and Yulunga Reserve Management Committee. Noting initially the Community Consultative Body (CCB) Red Head Villages Association was not sent a copy as it was mistakenly thought they were the Section 355 Committee referred to in the resolution. They were subsequently sent the information and a submission was received from them during the exhibition period. During the exhibition period Council received sixteen (16) submissions. Four submissions were from Council’s internal departments, one from the CCB and the remaining from local residents. A summary of the submissions are listed in the table in Attachment ‘A’. Council attended the Red Heads Villages Association meeting on the 6th May 2013 to discuss the proposal and the Committees concerns in regard to the proposed Skate Park Facility. At this meeting the Red Heads Villages Association and the Yulunga Reserve Hall Committee determined they would have better communication in the future. It was also decided that an onsite meeting would be arranged with Council, the Yulunga Reserve Hall Committee, Mr Kevin Millar and the persons who had made a submission to the proposal. This meeting was held 24 May 2013 on site with approximately 13 people in attendance to discuss the proposal; its proposed location size and funding and address the concerns in regard to submissions received being noise, need and location. The submissions from the residents and the Red Head Village Association were generally opposed to the proposal; the two main issues raised, being: • the demographics of Manyana and the need/demand for a skate park; and • the money being spent on the skate park should be diverted to other more appropriate projects in Manyana such as shared pathways, road works etc that would benefit the greater Manyana population. A skate park is a child/youth facility categorising it for users from 5-24 year olds. The ABS 2011 census stats show that in Manyana/Cunjurong Point there are 577 permanent residents, approximately 20% (85 people) are in the target age group. This percentage is similar throughout the Shoalhaven. The proposal was first highlighted by residents of Manyana and identified as a need for the youth, who approached the Reserve Committee with their proposal. Council has funding available for Skate Parks in the Shoalhaven through the Provision of Local Skate Parks Policy. The Manyana Reserve Committee have identified available funds for the proposal. Grant and community funding would need to be applied for to assist with the delivery of the project. In regards to noise, the park has existing users, being tennis, basketball courts, fields and a community centre. The park has existing vegetation around its perimeter which could be further enhanced to create a further barrier to noise. From the on site meeting and talking with Mr Kevin Millar it is apparent there is still a need for and much support of the proposed Skate Park Facility at the Yulunga Reserve from the Community. They have plans to engage and include the community (especially the youth) in the design/development and maintenance of the proposed facility. The concerns that have been raised in the submissions will be addressed and designed, mitigated against or eliminated. FINANCIAL IMPLICATIONS: Council has funding available for Skate Parks in the Shoalhaven through the Provision of Local Skate Parks Policy. The project to be fully funded would require community and grant funding. COMMUNITY ENGAGEMENT: The exhibition period ran from 29 January 203 until 15 March 2013 inclusive. As noted above, sixteen (16) submissions were received. Four submissions were received from Councils internal departments, one from the CCB and the remaining from local residents. A summary of the submissions are listed in the table in Attachment ‘A’. Councillors on the recent familiarity tour also inspected the proposed site and noted the distance separation from adjoining properties.
