QUESTIONS TO COUNCIL MARCH 2014 WATER QUALITY AND OTHER RELATED WATER ISSUES Background During the Midvaal Matlosana Joint Technical Meeting and the Matlosana Infra-Structure Portfolio Meeting a number of Water related issues were discussed. Although it was discussed in length, it is of the utmost importance that these issues be brought under the attention of the Council and also the Public of Matlosana. Attached a copy of a Water Quality Report – “Drinking Water Quality Bacteriological 1 October 2013 to 31 December 2013”. As we all know, the Water Quality Report is discussed once a term at the Joint Technical Committee at Midvaal. This Report is given by the KKDM. Councillors of Matlosana Council never see this report (only the Councillors serving on the Joint Technical Committee receive a copy of this report). We have experienced serious water quality issues during the previous quarter and Councillors (and the Residents of Matlosana) are never really aware of the quality of our drinking water. I have the following questions regarding this: 1. That this attached (in colour) report be placed on the data projector during the discussion of these questions in Council 2. That the KK District Municipality be requested to submit a similar report TO ALL COUNCILLORS ATTENDING THE COUNCIL MEETING AND INFRA-STRUCTURE OFFICIALS for the months of January 2014 and February 2014 for discussion at the Council Meeting at the end of March 2014. 3. That an official of Midvaal Water Company or an official of KKDM be requested to attend this Council Meeting to discuss with all Councillors the meaning of this report, the Average % Non-Compliance, the implications of this Non-Compliance and also the possible reasons for this Non-Compliance. 4. I also request complete answers from the Matlosana Municipality Water Department regarding the reasons for this Non-Compliance. 5. Further questions on the Level of Chlorination in Matlosana a. How many employees in the Chlorination section? b. What is the employee requirements for the Chlorination section and c. How does the actual complement compare with the requirement? d. Are they all fully trained? e. Do we have a Chlorination vehicle? f. Is this vehicle licensed g. Is this vehicle a 100% in a working condition? h. Is this vehicle equipped with all necessary equipment and if not – what is being done to rectify the situation and when will this be rectified? i. Should this Chlorination vehicle be involved in an accident, will the driver be capable to handle the situation – this is extremely dangerous and can be poisonous to the environment, humans and animals if handled incorrectly. j. Why have we used the services of Midvaal for chlorination delivery? k. And what are the costs at this stage for making use of their services? l. The driver/s of the Matlosana Chlorination vehicle – is he or she fully trained and licensed or in need of training and if YES, what training is required and when will it be completed? m. If this driver is absent from work, is there another person trained to transport Chlorine? n. How many Chlorination stations in Matlosana? o. Please explain to Council the method of Chlorination and how often Chlorination should be done? p. How often has Chlorination been done in Matlosana during the last three months? q. The ideal Chlorination level at all times should be ±0,3 – 0,5 mg/l – Is this the case in all Matlosana systems – even up to the furthest point of all our networks? r. Do we have Chlorination on “stand-by” at all times at all our stations? 6. What is the present (up to end of February 2014) Midvaal laboratory costs for water analysis? Is this account in arrears and if YES, why? Your kind assistance in answering these questions will be much appreciated. CLLR PETRO NEL
