Highlights of Council Meeting: Monday June 24, 2013 7pm Council Chambers Presentation: Community Garden Collective. Develop a 6th garden in Moyle Park. Local residents have indicated support with some concerns of limiting green space, increased traffic. Presented benefits of improving space and contributing to local food production. Council approved a 10 year lease agreement for a reduced rate of $100/year. A proclamation was made to acknowledge July 13, 2013 as Aviation Heritage Day. Committee Report: 1. Mr. Kyle Wright, Chamber of Commerce representative, was appointed to serve on Yellowknife Area Policing Advisory Committee 2. Land exchange and acquisition arrangements were made to facilitate future development on Twin Pine Hill by Det’on Cho Corporation. No overall park space will be lost. 3. The City entered into a 10 year lease agreement with Trails End Community Association for a portion of land at the corner of Trails end Crescent and Niven Drive. The group was also provided a property tax exemption. 4. Considerable discussion arose regarding fees charged at the Solid Waste Facility that apply when the scales are not operable. Council asked administration to review the fee now applied and reduce it to a minimum fee in order to reduce burden on contractors. 5. Council supported Fees and Charges by-law with some items (supplementary tipping fees, paper submission of drawing for development fee, energy evaluation fees, residential and commercial trucked water fees) to be further discussed. 6. Ms. Lorraine Hewlett and Ms. Cheryl Fountain presented to Council regarding Yellowknife’s drinking water supply. Current sub-marine line (8km) of water from Yk River requires upgrading or changing by 2020 due to old equipment. Concerns of potentially switching to sourcing water from Yellowknife Bay were addressed due to possible exposure of leaked arsenic from Giant Mine. Administration confirmed that currently long term Capital Budget planning is to replace the sub-marine line from Yk River based on previous community concerns. New Business: Administration was asked to review zoning laws with regard to home based business / office use and how the current laws are being enforced. The issue will be reviewed at a future Municipal Services Committee.
