Highlights of Council Meeting: Tuesday October 28, 2013 7pm Lower Boardroom Presentations: YK Community Foundation Presentation to Mayor Mark Heyck Public Hearing: To by‐law to amend the Zoning By‐law by re‐zoning the Lot with the “Little Brown House” on Franklin Avenue from Residential to allow for a parking lot abutting Franklin Avenue. A presentation from Gail Leonardis and Larry Elkin, representatives of the NWT Community Services Corporation, in favour of the Zoning Amendment. Proclamations November 3 to 9, 2013 as “National Week of Francophone Immigration” November 17 to 24, 2013 as “Restorative Justice Week” Motions: Council directed Administration to submit an application to the GNWT for additional land within the municipal boundary. I supported this motion Council directed Administration to bring forward a by-law to amend the Zoning By-law No. 4404, by introducing the Old Airport Road Mixed-Use Overlay for adoption. I opposed this motion. No need for multi residential in what is clearly a commercial corridor, especially when the City has a number of multi residential areas available or soon to be available for multi residential through out the city. To approve in principle “Animal Services” as a Conditionally Permitted Use on 302 Woolgar Avenue with the condition that it be operated as a “veterinary clinic” and that all other provisions of the Zoning By-law apply. I supported this motion By-laws 1. The Dog by-law received 1st 2nd and 3rd reading. I supported this bylaw 2. A By-law to acquire land from the GNWT within the municipal boundary of the city received 1st reading. I supported this bylaw 3. By-law to amend the Zoning By‐law by re‐zoning the Lot with the “Little Brown House” on Franklin Avenue from Residential to allow for a parking lot abutting Franklin Avenue received 2nd reading. I supported this bylaw 4. A By-law to amend the Zoning By-law to include Animal Services as a Conditionally Permitted use within the Site Specific Zone #1 and define ‘veterinary clinic’ was presented for 1st reading. I supported this bylaw
