His Excellency Anwar Gargash Attends Graduation Ceremony of Arab Leadership and Government Excellence Program Dubai-UAE: November, 2014 – Mohammed Bin Rashid School of Government (MBRSG), a research and teaching institution focusing on public policy in the Arab world, hosted a graduation ceremony for 26 outgoing participants of the Arab Leadership and Government Excellence Program (ALGEP). His Excellency Anwar Gargash, Minister of State for Foreign Affairs, Minister of State for Federal National Council Affairs and Chairman of the Board of Trustees of MBRSG, attended the ceremony and awarded certificates of completion to the graduates comprising managerial level executives from government organizations across the Arab world. Speaking at the graduation ceremony, His Excellency Anwar Gargash said that MBRSG offers an enriching platform to exchange knowledge and expertise among Arab countries with the aim of developing public sector services, building capacities and contributing to overall regional development. The graduation ceremony was preceded by a seminar on best practices in the UAE Government for ALGEP participants with leading officials from public sector establishments in the UAE. The interaction helped the outgoing graduates gain rich insights into organizational excellence and best practices implemented within the respective entities. His Excellency Ahmed Bin Humaidan, Director General of Dubai Smart Government, provided an overview of Dubai government’s transformation from an e-government to a ‘smart’ government through collaboration and cooperation among government departments, as well as with the private sector and through citizen engagement. Ahmad Al Nuseirat, Coordinator General of the Dubai Government Excellence Program, discussed ongoing efforts to develop the competencies and capabilities of all Dubai government departments and employees. He briefed the audience on the initiatives of the excellence program, its curriculum and methodology, while highlighting the recognition received by the program internationally as the most effective in its class with regard to impact on government services. Dr. Yasar Jarrar, research fellow at MBRSG and member of the Global Agenda Council on the Future of Government, focused on the challenges facing governments in the 21st century. Rashid Al Leem, Chairman of Sharjah Electricity and Water Authority, was the guest of the ‘Success Story’ segment, and offered insights from his journey spanning more than 10 years in leading a number of high profile government institutions in the emirate of Sharjah. Dr. Ali Sebaa Al Marri, Executive President, MBRSG, said: “We were honored to host His Excellency Anwar Gargash and a group of distinguished experts in public policy and benefit from their insights in leadership and government excellence. The UAE is keen to share experiences and knowledge relating to public sector excellence and performance, and MBRSG is proud to articulate this priority through conducting such programs on a continuous basis.” General Abdulrahman Almoqbel, General Department of Traffic in Saudi Arabia, and ALGEP participant, said: “The Arab Leadership and Government Excellence Program has added considerable value in improving our knowledge of how the public sector works. The UAE government sector is highly reputed and the experience of meeting and learning from some of the sector’s strongest influencers has broadened my understanding. I am sure I can apply this learning within my department to achieve great results.” The Arab Leadership and Government Excellence Program prepares leaders to deal with the multiple challenges of globalization and the high degree of competitiveness among institutions while honing leadership skills in the government sector across a variety of disciplines and fields. The program is delivered through lectures, case studies, practical exercises, workshops and field visits, in addition to thought sessions by prominent guest speakers from renowned UAE-based institutions and organizations. The Mohammed Bin Rashid School of Government is committed to promoting good governance through enhancing the region’s capacity for effective public policy. The school uses a four-pronged approach, which includes applied research in public policy and management, academic programs in public policy and administration, as well as executive education programs and knowledge forums for scholars and policy makers.
