Historical facts about the Denver District Attorneys office: In 1889, Denvers City Government was filled with corruption. Glaring frauds were becoming known; saloon fees and other licensing proceeds did not find their way to the City Treasury. Even the dog licensing money was missing, and duplicate dog tags were issued to cover the thefts. It was charged that City officers engaged in sideline businesses for the sole purpose of furnishing goods and services to the City at exorbitant prices and that the entire corrupt administration of Mayor Wolfe Londoner was organized for the purpose of robbery. Denver District Attorney Isaac N. Stevens (1889-1891) seemed powerless to prevent this corruption.
