History, Structure, and Funding The Berks Community Action Program, Inc. (BCAP) began in 1965 as the Economic Opportunity Council of Reading and Berks County, Inc. Although BCAP is a private non-profit corporation, government grants are its primary source of support. Directed by Mr. Lawrence A. Berringer, the agency employs 31 individuals in 10 major program areas, and has an annual operating budget of over $10 million. Click below for our Board of Directors. In addition to private donations, BCAP receives funding from: •US Department of Health & Human Services •US Department of Housing & Urban Development •PA Department of Community & Economic Development •Pennsylvania Department of Public Welfare •The American Recovery and Reinvestment Act
