History of the Theta Xi Chapter Brother Long organized the first meeting on September 9, 1976 with eleven Brothers in attendance. On September 23, 1976, applications for a graduate chapter were submitted to the Tenth District Representative, Brother Owsley C. Spiller. In the days to follow, many forms and documents were submitted to the district office. Shortly thereafter, all approved documents were received from the district office. Thus, another hurdle toward starting a graduate chapter had been cleared. During the second week of October 1976, Brother Long personally delivered the documents to Brother Harold J. Cook, National Executive Secretary, at the Washington D.C. office. Finally on October 13, 1976, Brother Long received a phone call from Brother Cook stating that the Theta Xi Chapter had become a reality. There was still one step to complete before Theta Xi was official. On December 5, 1976 in Big Johns Restaurant Banquet Room, the Tenth District Representative, Brother Spiller, presented Theta Xi its Charter.
