Hmm. I disagree with the statement that black culture is more criminally pervasive. It is very hard to build a positive culture when there is a systematic devaluation of black life in the dominant white culture. Prison sentences, for the same crime, for blacks are far, far worse than sentences for whites. Black men are 7 times as likely to be incarcerated, and the predominant color in the U.S. prison system is men of color. Adding that to the incredibly devastating social effect of having a felony, and you have a segment of the population, (a LARGE segment) who are institutionally INCAPABLE of being a part of the greater, or dominant, culture. This institutionalized disenfranchisement is responsible, in large part, for the lack of progress of black integration. If blacks are not capable of voting after getting a felony, what hope is there that the system will change? A felony is, essentially, a way for the white hegemony to guarantee its continuing dominance. Its a super complicated obfuscation of the mechanisms of white hegemony.
