Holy moly! This joint guidance from the US Dept of Justice and Education clearly defines the expectations of language support for families that are not proficient in English. Note: Its not specific to special education, but it is re: to all English language learners. ed.gov/news/press-releases/us-departments-education-and-justice-release-joint-guidance-ensure-english-learn Almost 5 million students in the United States are English learners—about 9 percent of all public school students. From 2002 to 2011, the percentage of English learners in public schools increased in 40 states and the District of Columbia, and currently three out of every four public schools enroll English learner students.
