Hon Nkaisery says that the government will introduce a law which provides that if you commit an offence in a place, you will attend a very distant court for your case, e.g. if one commits an offence in Mombasa, the trial is held in Kisumu! This, he says, is to punish the offender, yet the offender is presumed innocent at this stage! Is Nkaisery in charge of such matters? I did not know that Nkaisery can start being so unreasonable this early! Does he understand the concept of access to justice, fair trial, presumption of innocence, etc?
