Hot Job! The National Park Service has an immediate permanent opportunity for a GS-14/15 Learning and Development Program Manager located at the National Park Service Headquarters in Washington, DC. Great opportunity for senior level military veteran candidates with enterprise level experience (documented in their resume) in the areas of strategic workforce planning, managing training and development programs for a large workforce that is aligned with the organizational goals ensuring that employees develop skill sets which are suited to current and future careers. Duties include leading efforts to inventory, evaluate and organize the Service-wide Employee Development Program so that there are coordinated, transparent career tracks and logical training milestones for the variety of disciplines needed across the organization. He/she will be responsible for establishing a vision for learning and development, and designing a plan with measurable goals for achieving that vision; designing a robust monitoring and evaluation system with metrics that are relevant to organizational goals; overseeing improvements in the organization, content and delivery of training; managing the overall training budget and use of funds; leading development of a single, user friendly system for cataloguing and communicating available training courses and developmental opportunities for all employees, their supervisors, and management officials. • Serves as the Chief Learning Officer and principal spokesperson for the NPS Learning & Development Program. Represents the organization in meetings, program discussions and planning sessions. Serves as liaison with representatives of the Department and other agencies in all areas of training. • Directs operation of the Learning and Development Program Office and the Services three national training centers. Provides leadership and direction to staff in development and provision of training services. Reviews training center training proposals. Exercises full authority over curriculum, staff, facilities, and budget matters. Ensures that the quality of education materials is kept current both in substance and delivery, and that staff training programs are responsive to NPS needs. • Directs on-going assessment of the training and career development needs of employees in professional, managerial, administrative, technical, specialty trades, and/or clerical fields in the NPS. Assists all of the Services programs in determining their current and future employee development needs and coordinates their input to the Service training plan. • Maintains a constant dialogue with the NPS Director, the National Leadership Council, the Leadership and Development Advisory Council, and other Service leadership regarding strategic direction, new programs, changing management priorities, goals and objectives. Anticipates associated developmental needs and advises and works with senior leaders to ensure that the necessary resources are requested and allocated.
