House Judiciary Committee to Hold Hearing on Goodlatte Patent Bill - The Innovation Act, or Patent Reform Round Two The Press Release from the U.S. House of Representatives follows: Washington, D.C. – On Tuesday, October 29 at 10:00 a.m., the House Judiciary Committee will hold a legislative hearing on the bipartisan Innovation Act, (H.R. 3309). This legislation was introduced last week by House Judiciary Committee Chairman Bob Goodlatte (R-Va.), Representative Peter DeFazio (D-Ore.), Subcommittee on Courts, Intellectual Property, and the Internet Chairman Howard Coble (R-N.C.), and Representative Zoe Lofgren (D-Calif.). The bipartisan Innovation Act takes steps to combat the ever increasing problem of abusive patent litigation. The legislation builds on the important reforms that were made last Congress in the America Invents Act and addresses certain abusive practices taking place in our courts. Additional original cosponsors of the bill include Reps. Lamar Smith (R-Texas), Anna Eshoo (D- Calif.), Jason Chaffetz (R-Utah), Spencer Bachus (R-Ala.), Tom Marino (R-Pa.), Blake Farenthold (R-Texas), and George Holding (R-N.C.). House Judiciary Committee Chairman Bob Goodlatte (R-Va.) and Subcommittee on Courts, Intellectual Property, and the Internet Chairman Howard Coble (R-N.C.) released the following statements in advance of Tuesday’s hearing. Chairman Goodlatte: “The Innovation Act is about ensuring our nation’s future economic security. Abusive patent litigation is having a significant impact on American innovation, needlessly costing businesses tens of billions of dollars every year – resources that could have been used to create innovative new products and services. Tuesday’s hearing will be an opportunity for the House Judiciary Committee to thoroughly examine the problem of abusive patent litigation and how the Innovation Act will strengthen our overall patent system by discouraging frivolous patent litigation.” Subcommittee Chairman Coble: “It is essential that patents owners have the option to litigate and protect their patents, but reckless litigation kills innovation and diminishes the quality of our patent system. The Innovation Act is a step in the right direction to prevent abusive patent lawsuits.” Witnesses for this week’s hearing include: • Mr. Krish Gupta, Senior Vice President and Deputy General Counsel, EMC Corporation; • Mr. Kevin Kramer, Vice President and Deputy General Counsel for Intellectual Property, Yahoo; • Mr. David J. Kappos, Former Under Secretary of Commerce for Intellectual Property and Director of the U.S. Patent and Trademark Office; and • Mr. Robert Armitage, Former Executive Vice President and General Counsel, Eli Lilly & Company.
