House panel OKs SIM card registration bill ABS-CBNnews Posted at 12/13/2014 3:44 PM MANILA – The House Committee on Information and Communications Technology has approved for plenary debates a bill that requires the registration of prepaid Subscriber Identity Module (SIM) cards. Under House Bill 5231, which shall be known as the Subscriber Identity Module (SIM) Card Registration Act, direct sellers of SIM cards should require end users to present a valid identification (ID) card with photo when buying SIM cards. The direct seller shall also require the end user to accomplish and sign a control-numbered registration form issued by the Public Telecommunications Entity (PTE) of the SIM card being purchased. In the said registration form, the user must attest that he personally appeared before the direct seller, that the identification documents he presented are true and correct, and that he has personally accomplished and signed the registration form. If the user does not present a valid ID with photo and does not accomplish the registration form, he shall not be sold a SIM card. Direct sellers who fail to comply with the provisions of the act shall be penalized with suspension of operations and a fine ranging from P5,000 to P50,000. HB 5231 replaces House Bills 525, 858, 1519, 2444, 2588, 2624, 3295, 3602 and 3928 and aims to help law enforcement agencies in their campaign against criminality. Leyte 2nd District Representative Sergio Apostol author of HB 858, said the registration of SIM cards would reduce kidnapping and other petty crimes.
