How can Jubilee govt claim that they have increased the devolution funds Minimum limit from 15% to 40% .When the constitution still provides for 15%.Ruto is not a honest leader but a selfish individual who can not be entrusted with leadership of this country.Ruto the minimum limit is still 15 %,we therefore what the same raised to 40% by amending the constitution.Since there is no political will then let Kenyans decide through a referendum.Kuna Shida?.
