How can counties raise new levies yet their expenditure status remain wanting. This is quite ridiculous. you want to raise 200 million and you still have have 1 billion unspent. The implementation of such levies, in my view, should be FY 2015/2016. I would advise them to put the right framework in place, debate and legislate, then take the proposed bills to county residents / or target groups for further probing and negotiation. They will then come up with something acceptable to community and avoid unnecessary strikes.
