How is anyone that stupid working in a school? The plan to use bait isnt the problem in my opinion but having no apparent awareness of potential fail points to the plan constitutes at least child endangerment and I believe that should be Reckless endangerment of a child. No recoding devices were used to protect the bait and it doesnt appear there was anyone monitoring any security cameras to protect the her either.
