How sad to realise that there will always be flooding every time it rains hard because the flood control projects that were designed and initially implemented by Marcos were not continued fully by incoming administrations. Today, some of the paths of these flood control projects are already blocked by big commercial and private buildings - there is a big one at Sta Mesa for one -- causing all the havoc in that area every time it pours. Marcos can be accused of a lot of things but not the lack of vision. Today also, we will have to resort to a flood control project like Kuala Lumpur who spent billions for their tunnel that doubles up as a two one way road up and down when it is not raining. We can adopt that to solve the flooding problem once and for all.
