How spending bills are passed, per our Constitution and books I read as a kid: Spending bills originate in the House. the bill is passed to the Senate, they debate and maybe accept, vote and pass to the Prez for signature. Or, the bill is sent back to the House with recommended changes and then conference committees hammer out the differences, they go back and forth until a COMPROMISE is effected, and then the revised bill is passed by House and Senate both. How spending bills do NOT become law: The Senate majority leader demands that the Senate version be passed, refuses ANY compromise, ANY House-Senate committee, ANY other action except 100% passage of the Senate version, no debate allowed, no compromise. And therefore the Senate and its majority leader take the country to a "shutdown" rather than accept or even countenance any thought of compromise. Keen.
