Removing people who are not following you back is a good place to start and you can easily see everyone who is not following you back with Circloscope. If there are some people or circles that you want to keep whether the people are following you back or not, you can easily exclude them or add them to a white list so you wont accidentally remove them when you are cleaning up your circles.
