Huh? This makes NO sense at all. Michael Singh compares the cruise ship head tax to the port fees charged by the company that owns the port - their stream of revenue as he calls it. Am I wrong in thinking that a cruise ship company makes its revenues from cruise ship operations? Also, the port company makes its money by charging people who use the port - not the people of Belize - which is what is happening when Norwegian gets back over half of the head tax. And, as far as having to give back part of the head tax to attract investment - where else is NCL going to go? They are panting after Harvest Caye - especially with what is going on in Roatan and essentially losing that port.
