Paper applications received for this recruitment will be returned without review. The current vacancy is for 8 hours per day, 11 months per year in the Human Resources office. The eligibility list being established will be used to fill the current vacancy, and to fill any other vacancies in this classification which may occur within one year. Based on a review of the application materials, a limited number of the best qualified applicants will be invited to participate in the selection process. The examination process will consist of a supplemental questionnaire as part of the application process, and may include any combination of a written, job related examination, a performance examination, and/or a qualifications appraisal interview, followed by a final selection interview for candidates in the top three ranks. The written examination is tentatively scheduled for Tuesday, January 14, 2014, and the qualifications appraisal interview is tentatively scheduled for Thursday, January 23, 2014. BASIC POSITION INFORMATION The Human Resources Assistant provides technical and clerical support to the activities and office of Human Resources. Incumbents in this classification are expected to work with minimal direct supervision, utilizing discretion and judgment within well defined parameters within the human resources activities of the district. Employees in this classification provide data for the purpose of collective bargaining and are designated as confidential. REPRESENTATIVE DUTIES AND KNOWLEDGE, SKILLS, AND ABILITIES: Perform a variety of clerical and secretarial duties related to the classified or certificated personnel function; develop and maintain personnel and payroll-related forms; compose and type letters, reports, Board agenda items, and other documentation as directed. Provide assistance to prospective and current classified or certificated personnel; resolve personnel-related issues and concerns with discretion and confidentiality; refer more difficult or sensitive issues to administrator as needed. Process forms to complete employment, termination and payroll processes for employees. Prepare and distribute job announcements for vacant positions and place advertisements in appropriate print media. Receive applications from prospective candidates to fill vacant positions; review applications to identify candidates meeting minimum qualifications and other predetermined criteria; notify candidates of selection and non-selection decisions; make tentative offers of employment; schedule fingerprinting of applicants offered positions with the District; arrange for, administer and score tests; prepare eligibility lists; arrange for interview panels. Establish and maintain a variety of personnel files and records with discretion according to established procedures, policies, rules and regulations; maintain job recruitment files, applicant forms and test information; prepare notices of employment and change of status for payroll action. Monitor automated substitute calling system; input substitute information; arrange for substitute personnel to cover absences as assigned; notify appropriate staff of absences; maintain related employee and substitute records; process substitute paperwork and assure appropriate credentials of substitutes as required by the position. Monitor days worked and notify payroll of per diem/rate changes for substitute staff; assure all RIFd employees work in order of seniority list. Conduct hiring process for substitute employees; recruit appropriately credentialed candidates; conduct on-boarding activities such as scheduling appointments, providing and reviewing completed paperwork and conducting substitute employee orientations. Monitor TB test, credentials and/or other expiration dates and notify employees of renewal dates as assigned by the position. Assist personnel, applicants and the public and provide a variety of information related to the personnel function; research rules and regulations related to personnel policies and guidelines. Operate a variety of standard office equipment, such as a computer and applicable personnel and payroll software, telephone, typewriter, facsimile and copier. Perform various clerical and secretarial activities including answering phones, taking messages, transferring calls, verifying employment, greeting visitors and other activities as assigned. Assist in conducting or completing surveys from outside agencies as requested. Perform related duties as assigned. KNOWLEDGE OF: Practices and procedures related to classified or certificated personnel. Operations, policies and objectives relating to personnel activities. Operation of office machines including computer equipment, peripherals and specified software. Record-keeping techniques. Correct English usage, grammar, spelling, punctuation and vocabulary. Telephone techniques and etiquette. Basic research methods. Interpersonal skills using tact, patience and courtesy. The Merit System for California public schools. ABILITY TO: Perform a variety of duties related to the recruitment, screening, processing and employment of classified or certificated personnel. Prepare and maintain a variety of related personnel records and reports. Apply, explain and enforce rules, regulations, policies and procedures related to assigned personnel. Distribute, screen and process employment applications and other personnel related documents. Answer telephones and greet visitors and the public courteously. Perform clerical duties such as filing, typing, duplicating and maintaining routine records. Operate a computer and a variety of other office machines. Input data at 45 words per minute. Drive to, from and between district sites and/or other agencies to attend meetings and conduct district business. Communicate effectively both orally and in writing. Establish and maintain cooperative working relationships with others. Work confidentially with discretion. EDUCATION, EXPERIENCE, AND OTHER REQUIREMENTS: EDUCATION AND TRAINING: Graduation from high school supplemented by college-level course work in secretarial science, business administration, English or a related field is required. EXPERIENCE: Two years of secretarial or clerical experience in a human resources office is required or two years of clerical/secretarial experience at the level of Office Assistant II with the Charter Oak Unified School District may substitute for the required Education, Training and Experience. LICENSES AND OTHER REQUIREMENTS: Some positions in this classification may be required to possess a valid California drivers license.
