I PROPOSE THE 28TH AMENDMENT - No voter shall be allowed to register to vote or cast a ballot in an election for a Federal Government position without proving that they are qualified to do so by being a US citizen and providing identification meeting or exceeding the minimum requirements for boarding a commercial airplane and/or obtaining a US Passport. I believe this would solve MOST of the problems we are having today in the US and without a doubt, voter fraud would no longer be nearly as much of a significant issue. It would also improve the quality of those participating because it would require some EFFORT. I think this could be implemented with a biometric national identification card that could also be required of anyone applying for food stamps, welfare, housing assistance, Medicaid, and so forth. The card would do wonders for reducing identity fraud as well. It could be a win-win all the way around. However the specifics of the implementation are not nearly as critical as bringing a clear end to politicians arguing that it is unconstitutional and discriminating to ask someone to identify themselves and offer some proof that they are a citizen before allowing them to vote.
