I REGRET LUKWAGO CENSURE - KCCA COUNCILLOR KANDUHO One of the Kampala Capital City Authority (KCCA) councillors Mr Frank Kanduho, who worked hard for the controversial impeachment of Kampala Lord Mayor Erias Lukwago, has regrets for his actions. Mr Frank Kanduho, a councillor representing Uganda Law Society, laments that the exit of Mr Lukwago from City Hall has seen some cliques develop and engage in illicit business that could have been checked by the Lord Mayor if he was still in office. Mr Kanduho explained that at KCCA, they have not had any meeting for the past 10 months ever since the controversial impeachment of Mr Lukwago, and that the management of the authority is now in the hands of the executive director, Ms Jennifer Musisi. He complained that in the absence of the Lord Mayor, as councillors, they do not have quorum to ask accountability questions, adding that the legal committee that he heads, “is demobilised and isolated”.Mr Kanduho says he had raised this and other issues with the Minister in charge of Kampala and Presidency, Mr Frank Tumwebaze. Mr Kanduho whoever raises a legitimate concern about “the governance and accountability fog and mist” is always threatened and blackmailed as working to facilitate Mr Lukwago’s return or failing Ms Musisi. He accused Mr Tumwebaze of being determined to see the Usafi market deal go through and yet its market value is inflated at Shs39b instead of Shs4b. But Mr Tumwebaze laughed off the allegations. He said the subject of procurement, including that of Usafi market is a mandate of the technical managers of KCCA wing and not him as the minister. He added that if those who are concerned with procurement of Usafi market have made PPDA errors, the law would deal with them. Mr Kanduho was among the 29 KCCA councillors who voted for the exit of Mr Lukwago on November 25 last year after Justice Catherine Bamugemereire’s Tribunal found him guilty of abuse of office, misconduct and incompetence.
