I agree a woman alone should not pull over for an unmarked car these days as its just too easy to fake them and then people get fake uniforms too boot and wella you have a potential danger on your hands. Personally, I would dial 911 and proceed to what I deemed a well lighted and well covered area with people. Possibly pit in my gps a police station. Either way better to be safe than be sorry later.
