I am late in sharing this, but I was seriously disheartened to learn of the arrest of my dear friend and colleague, Azerbaijani human rights defender Rasul Jafarov, who faces politically motivated charges of illegal entrepreneurship, abuse of office, and tax evasion. Rasul has faced pressure on many occasions in the past - notably around the launch of the Sing for Democracy and Art for Democracy campaigns, but I believe he has been detained in connection with his work to identify and expose the many cases of political prisoners in Azerbaijan. Rasul is one of the most hard-working and dedicated people I know, not to mention one of the most optimistic, despite working in an increasingly hostile environment. His detention, along with that of Leyla Yunus last week, is a major blow to independent civil society in Azerbaijan, which is struggling for survival as the authorities work aggressively to silence the countrys few remaining courageous voices. It is time to put a stop to policies of wilful blindness towards human rights abuses in Azerbaijan, particularly by the Council of Europe, which Azerbaijan currently chairs.
