I am of two minds on this one. One part of me wants to nuke this bill to hell, since its just another form of protectionism. The solution is to get better, not make walls and be hostile to foreign acts. On the other hand, as the asking prices of foreign acts drop, producers will prefer them as more of a sure-ball hit for larger venues (hence, more money in return...) over local acts. I think the solution has to find a balance between those two sides.
