I am seeking the opinion of my Facebook friends especially those in the legal community on the followig scenario; 19 year old man walking down a busy arterial in Seattle while holding in his hand what appeared to be an assault style rifle, carrying a camouflage backpack and dressed in a T-shirt and shorts. The sight is enough to cause three people driving by to be alarmed and concerned about hs plans with the gun. They call 911. The police stop and separate the young man from the gun who claims he can do this for no other reason other than Washington being "open carry" state. The rifle turns out to be a fully loaded functional .22 caliber firearm. Considering RCW 9.41.270, what would the appropriate action by the police be ?
