I am still bemused by the notion that the TWBC can exercise a power over the STC which is part of their Borough to prevent access to a Community Facility and that no one can help me with what the details of ownership, borders/boundaries, rights of access etc are .............. A TWBC representative replied............ I am sorry but I am unable to help you with the details of the agreement, as there is no written agreement. Agreement on use has been in place since 1974 when the Local Government Act reorganised local government. It is my understanding from the deeds and records that I have seen, that the land and buildings at 137 London Road and RVH were allocated to TWBC and STC respectively by the Vesting Order which, to my knowledge simply divided up the previously held estate to the newly created local government bodies. I believe the copies of the documents do not specify any detail as to access details, but clearly, as TWBC have worked closely with STC because 137 London Road and RVH are adjoining buildings, TWBC will have allowed STC to access RVH for the use to which it is put, and therefore this means that members of the public, agents and those with STC’s authority would be able to access RVH to enable its operation as a theatre. While we have sought to regularise the usage, STC have to date refused. We are unable to provide you with any further detail, but you may wish to seek further information from STC or the Land Registry although I am aware that some of the titles are not registered.
