I am writing to ask you to review Natural Resources and Environmental Protection act 451 of 1994 part 309. I live on Bear Lake in Manistee County. Five years ago self appointed (not Elected) residents choose to implement this law to eradicate milfoil. This lake does take in three municipalities so other than to put a vote before the three municipalities they choose to go under Act 451 of 1994 part 309. This board can function for ever and assess our properties for ever and for as much as they like. They are not elected officials.. The law says the county drain commissioner and county commissioner must sit on the board. They have no interest in Bear Lake other than collecting a meeting fee. They do not own lake front property which is all that is being assessed. The board accounts to no one.this is a bad law when 5 people can come in and form a board over two townships and a village and not be accountable. Over 20 tons of chemicals have been dumped so far on this 1,800 acres lake. Where I live on the lake I have a posting that must stay up for four months after a treatment advising of the hazard chemicals used in the area. I can not use water for domestic or agricultural irrigation, ornamental or turf irrigation indefinite. Pleasanton township and Bear lake Township did not renew their resolution for another five years but the laws says they dont need their resolution and still can function as a board. You know as an elected official that if your constituents are not happy with you representing them their vote will reflect it your next term. This law takes any control out of the peoples hands and we have to except their control. Men and women are dying daily for our freedom and we dont have it under this law. I am just pleading with you to look at this law, please. This is like taxation without representation. He will communicate as need be what he deeds important. NOW this law is being abused.
