Targets are often tourists or outsiders, unlike drug trafficker and user related crime elsewhere in Latin America. Its is advisable to completely avoid the city, take only taxi or bus, and not walk any residential paths you are unfamiliar with, even in daylight. Im there for 4 days! LOL.
