I attended an interesting Roundtable discussion on the topic ‘Reinventing the Planning Commission in Delhi on Saturday organised by the Consumer Unity & Trust Society (CUTS) International Public Policy Centre. The issue was framed by the views of Dr Ajay Chhibber, DG, Independent Evaluation Office (IEO) and Dr Pronab Sen, Chairman, National Statistical Commission (formerly with the Planning Commission). The event was attended by many domain experts, and also MPs and the discussions have come at a time when there is an active debate on the future role, functions and constitution of the Planning Commission. The notion that a modern economy doesnt need planning is erroneous but at the same time serious thought needs to be given to parliamentary scrutiny and oversight of the Planning Commission, reform of its functioning in particular its role in allocation of resources and approval of programs and projects.
