I believe INTERNAL CONTROL is a fundamental bridge for Good Governance. Weve seen stories about failures in internal control that lead to collapse even of large corporations as ENRON, Barring Bank, and countless many others. Even the former Top Accounting Firm in the world ( Arthur Andersen) has collapsed to oblivion as an offshoot of the Enron Debacle that happened with their participation. If these companies have trulyworking internal control systems, even corrupt and fraudulent executives would have harder time or even be discouraged out of fear to perpetrate their crime.Same is true with our Government institutions and instrumentalities Question is: How Effective and Efficient are our Government Internal Control Systems working? Or Do we have it in the first place? If we dont have it, who do you think should do their best to have it.
