I believe those who have to drive around looking for fuel and have to wait in long queue when they finally found one,and in some instances,I suspect, have to pay higher prices than the government-declared price WILL PREFER TO HAVE THE FUEL Available in abundance at a REASONABLY HIGHER AND REALISTIC PRICE.and be spared the headaches that comes with the shortage of fuel....in developed economies,market forces ie,demand and supply are allowed to determine the price of fuel,not government policies.....for instance here in the USA,prices of fuel can change SEVERAL Times A DAY(the price of fuel in a particular filling station can change more than three times a day)....holding the price down artificially does not allow private oil company to import refined oil products....the Tema oil refinery does not have the capacity to produce and supply fuel for the whole country adequately and hence the shortage.
