I do not believe that Guides should be allowed to take parties dip netting as a Guide is defined under Alaska Statues as: (2) sport fishing guide services means assistance, for compensation or with the intent to receive compensation, to a sport fisherman to take or to attempt to take fish by accompanying or physically directing the sport fisherman in sport fishing activities during any part of a sport fishing trip; sport fishing guide services does not include DIP Netting is personal use not sport fishing. Here is another idea the State of Wash charges an additional fee for persons fishing for salmon/steelhead and is defined as and enforcement fee. So anyone fishing for salmon (sports or dip netting) should have to pay an additional enforcement fee and get a separate card that shows it has been paid for. If need be this could be just for the Kenai Peninsula. We tax our oil so why not put an additional tax of fish being shipped out of state. Dip netting is for personal use so there is no reason it should be shipped outside. We have way too many out of stators shipping multiple boxes of fish every years.
