I do not believe that, at least with regard to the US, the state is deliberately malevolent. That simply does not reflect the reality on the ground. Instead, I think that the state (and the shadow states that emerge in the presence of a large state) are in fact no longer able to deal with the complexity of the society over which it presides, and as a consequence thos tools that were established to deal with a very different time and set of problems now are at best ineffective, and at worst counterproductive to the point of the absurd.
