I dont know anything about the history of this House standing rule that Rep. Van Hollen (D) on which Van Hollen is requesting clarification nor do I know if, when, and/or how many times Democratic Majority Leaders (such as Harry Reid) and designees have abused this rule. Also, I reserve some skepticism when things like this become viral because this may have happened before without my knowledge and it is just now that we are hearing about this--a possible political/media motive to favor Democrats over Republicans. Again, just keeping an air of skepticism just in case Im getting duped somehow. All that being said, what I ascertained from the video, Rep. Van Hollens parliamentary inquiry asks clarification on a standing rule mentioned in a pending Transportation bill resolution that makes for a partisan advantage (in this case, Mitch McConnell and the Republicans shall have the majority and therefore advantage come January).
