I dont see the NRM Delegates Conference take place. Yesterday, while appearing on the Morning Breeze conversation on nbs tv, I made a statement to the effect that the contradictions in NRM/NRA are too deep that the cracks are as wide as a Rift Valley, and I averred that the NRM Nambole Delegates Conference will not take place. What is known to have sparked off the South Sudan civil War that has firmly held president Musevenis had in vicious red ants, was the unilateral purging of the SPLM ranks of most elements dissenting with President Salva Kiir. Both SPLM and NRM are other few political parties on Earth that have armed wings; the NRM with NRA/UPDF and SPLM with SPLA. I have argued before, that the NRAs core objective was the capture of Rwanda and DR Congo. Certainly thats why elements like President Kagame, Late Rwigyema and Brig Makenga of M23 were NRA. I argued and I still do that we have belabored more with the contradictions in the political wing-the NRM and have kept a blind eye on the spill over effect in the Armed wing. Actually most notable dissenters have largely been military officers and who crucially were intelligence officers. Examples are Major General Muntu- Army Commander and CMI, Gen Tinyefuza, Minister Defence and recently Coordinator Intelligence Services, Brig Tumukunde; Chief CMI and DG ISO, Phillip Idro; Dg/ ISO, Gen Ivan Koreta; DG ISO, Jim Muhwezi; DG/ ISO...Gen Elly Tumwine; Army Commander and DG ESO, David Pulkor; DG ESO...etc. The RPA now commanded by president Kagame, that was an extension of NRA for special operations in Rwanda saw the contradictions exacerbate in DR Congo that culminated in the clashes of Kisangani. We are now at war in South Sudan battling the SPLA that we assisted in constructing. Note though, that Poul Kagame, too, was an intelligence Officer in CMI. To crown it all, where political contradictions have spilled over to the Armed wing, war has been inevitable. In the current situation Crucial to note, that the Kabira army was largely constructed by NRA/ PRA but the contradictions relating to M23 couldnt be resolved through dialogue. The same is obtaining with SPLA. Juba will be captured and Salva wing destroyed. This is largely owing to the fact that president Museveni never constructed a superior mechanism of resolving political contradictions qualitatively. It has only been use of force or threat of use of Force. So you wouldnt be surprised that an attempt would be made to arrest Amama in Mbarara. And they were right for he is supposed to be on leave. Why is it that in all the exterior, DR Congo, Rwanda( in fact President Museveni has just reconciled wit Poul Kagame) and South Sudan NRAs faction of president Museveni has been fought but not in the interior..ie Uganda? I suggest that it would be childish to argue that it was owing to the vigilance of the Museveni NRA/ UPDF. I submit that it was owing to lack of justifiable cause that would easily be sold to the civilian body politic of Uganda. The hounding and uprooting of Amama Mbabazi and the fraudulent construction of the NRM Delegates Conference to legitimize the uprooting of Amama elements has presented the badly and desperately needed Justifiable cause. Actually, the theme has been on Consolidating harmony in the political wing..the NRM. If Amama was able to infiltrate it thus, how much impact did he have on the Security apparatus that he has presided over for some good time? At the epic of insecurity in Kampala, Brig Kayanja then DDG ISO was tasked to launch operation Wembly. The operation forced the various cells operating in Kampala and most other Urban areas to retreat and or go underground. Recently, the commanders of Wembly have been decimated and there is a lot of insecurity. Police commanders too have been victims. Shieks, businessmen etc have been killed. Im not aware of any operation that has harvested the cells that are responsible for these killings. Not at all. How then do you think you would have a peaceful conference whose effect is exactly what Salva did. To dismiss the Secretary General. Salva didnt get away with and so is Museveni. President Museveni wont get away with it. I therefore would not dismiss the assertion of General Muntu that 15th December shall be the turning point for Museveni and NRM.
