I find NGOs are busy in forming their groups with larger interest of serving people in disaster . Many District forums are formed in the after math of Phailin and floods . This looks good to government as it has to partner with these forums for expediting the relief operations. I have a simple request , please keep these forums a permanent forum at each district and block levels. Because , disasters are not only eventual now , it is also a permanent feature in Indian coastal areas due to climate change and due to weak infrastructures susceptible to vulnerability to hazards .NGO forums generally , rise up to the disaster occasions and after some years they become a weak social structures and serve no purpose as they are very much dependent on some INGOs to keep their work continue . Although , the disaster this time is very big in scale , still one things was blurred that rescue operations still remains a gray areas for NGO forums . NGO forums should be inclusive to District planning committees which I find very rare in any districts. Handling with disasters in urban areas is entirely not the same case as to its rural counterparts . We have large scale skill and knowledge deficits to respond our urban disasters . time has come to come up with a different approach under the broader Disaster management framework of Government. I did not find ward officers designated to each wards in Bhubaneswar or cuttack did play any significant roles as expected fro which relief mishandling occurred in cuttack. the ward officers structures need to be effective and functional . My research give enough insights for a community based accountable governance structures can bring huge difference responding disasters in urban areas . Thanks , I will continue further on disaster .
