I find this story odd? Forestry expansion restricted to preserve Hen Harriers? Hen harriers, I thought, depend on trees for nesting and protection from predators. Yes, they do hunt on grasslands but they also hunt small birds perched on trees. Perhaps the problem is the monoculture tree forests that farmers wish to grow, but it seems Hen Harriers do actually like pine and evergreens.
