I had an epiphany. I know what inspired No Child Left Behind. It was the Officer promotion system. Think about it, if Officer A is in the top 20% of his peers and Officer B is in the bottom 20% of his peers both will continue to be promoted in the zone. This means that they will get promoted at the same rate all the way until they make LTC, which most Officers retire at that rank anyway, so the career of a top preformer is nearly identical to a low preformer. Just a little food for thought...
