I had spoken in parliament several times, urging Minister to expedite HIP (since Minister Mah Bow Tans time). I am glad that now Minister Khaw Boon Wan is taking action........ HDB ENHANCEMENTS TO UPGRADING PROGRAMMES 1. As part of the Government’s ongoing efforts to build a liveable city and endearing home for all Singaporeans, HDB will make three enhancements to its upgrading programmes. This will benefit more homes and improve the living environment of Singaporeans in HDB towns. 2. The three enhancements which HDB will make are as follows: a) Ramp up the Home Improvement Programme (HIP) and Enhancement for Active Seniors (EASE) • HIP will be offered to more flats next year: Additional 100,000 homes to be selected in 2015 for HIP, for implementation over the next 2 years. • HIP will take place at a faster pace: 50,000 homes selected a year, up from 35,000. • EASE, which is also implemented with HIP, will be stepped up. More homes will be made elderly-friendly, and earlier. b) Extend and Enhance the Neighbourhood Renewal Programme (NRP) • Extend NRP to cover blocks built up to 1995 (previously, NRP only covered blocks built up to 1989). • Additional 100,000 homes, in 1,300 blocks, in middle-aged towns such as Choa Chua Kang, Pasir Ris and Tampines, will benefit. • Expand scope of NRP works to cover repainting of blocks and other repairs. c) Introduce the Selective Replacement Programme (SLRP) • Replace 750 old lifts (installed between 1987 and 1997) with modern lifts, which are safer, more secure and more energy efficient. • 33,000 homes in towns such as Choa Chua Kang, Pasir Ris, will benefit.
