I had this thought, where when Americans go to the emergency room to be fix or cured, that if they have no means of paying, and no insurance, to receive care they must sign up w/a carrier during registration. That way the hospital is not on the hook for free care, and instead of us(tax payers) having to foot the entire bill, the recipient is now going to pay insurance premiums like the rest of the health care using public... ;)
