I have a major dilemma on my hands. Our new neighbor moved in. I havent seen them in several days and their dog is in their garage. There is pee or water coming from under the garage door. It whines and barks all the time. It has been freezing the past few nights and will be around 80 in a few days. I just left a note on their door saying Ill watch their dog, but now I feel like I waited too long and should call housing. I dont know their situation, if theyre checking on the dog, or even if they left town! I also dont want mad neighbors but I dont want to be responsible for a starving or dying dog!
