I have a proposal to help resolve the annual budget deficit. Make the Congressional and Executive Branches accountable, beyond re-election, for the jobs they’re being paid to do. For every 10 billion dollars of over spending in a fiscal year, every member of Congress, every member of Congressional staff, The President, Vice President and every member of The Executive Branch will be penalized 1% of their annual salary. For 10 billion dollars of over spending, there will be a 1% pay penalty For 100 billion dollars of over spending, there will be a 10% pay penalty For 1 trillion dollars of over spending, there will be a 100% pay penalty
