I have considered this Transparency International outfit to be a bit of a fraud ever since they placed Iceland in the top three several years in a row just prior to the meltdown, when corruption in this country was as rampant as could be. From what I heard, their research consisted mostly in calling someone up in one of the ministries, asking Is Iceland corrupt? and when the respondent said no, replied OK!. So I take their lists with a grain of salt each year, even though it tends to be broadcast throughout the world as some kind of ultimate truth.
